Harris Green is a good place to live if you want apartment living at the eastern edge of downtown Victoria, next to the largest arena on Vancouver Island and in the middle of the city's biggest housing boom. It is Victoria's smallest neighbourhood, a compact pocket of about twelve blocks, and it is almost entirely condos, apartments and new purpose-built rental towers. If you picture a house with a yard, this is not your street. If you want to walk to work and hear a hockey crowd on game night, it deserves a serious look.

Where Exactly Is Harris Green in Victoria?

Harris Green sits on the eastern edge of downtown, roughly bounded by Pandora Street on the north, Cook Street on the east, Meares Street on the south, and a line running between Quadra and Blanshard Streets on the west. It is about 700 metres from City Hall, which puts the legislature, the inner harbour and the bus exchange all within an easy walk.

One official wrinkle: in 2022 the city redrew its neighbourhood planning boundaries and folded Harris Green into the Downtown district for planning purposes. You will still see the name used everywhere, on listings, in the news and on every local's lips, and we use it too. It just means land-use decisions for the area now run through the Downtown Residents Association.

What Anchors the Neighbourhood?

The gravitational centre is the Save-On-Foods Memorial Centre at 1925 Blanshard Street, the roughly 7,000-seat arena that opened in 2005 on the site of the old Victoria Memorial Arena. It is the biggest arena on Vancouver Island and the home of the Victoria Royals of the Western Hockey League, and it hosts concerts, trade shows and community events through the year.

On event nights the blocks around it come alive in a way that is unmistakably downtown. Locals know to add a few extra minutes before and after games, because the parkades and street parking stack up fast. If you like being able to walk home from a Royals game in your slippers, this is one of the few addresses in Victoria where that is genuinely possible.

Harris Green is the densest residential pocket on the downtown side of town. Most of the housing is apartments and condominium buildings, from older low-rise walkups on the quieter side streets to newer towers on the main roads. There is no single-family housing here to speak of, and that is the whole point of the neighbourhood.

The big story is what is being built right now. The Harris Green Village project by Starlight Investments spans the 900 and 1000 blocks of Yates and View Streets between Quadra and Cook, adding more than 1,500 homes in a mix of townhomes and apartment towers that reach up to 32 storeys. It is the largest multi-family housing project in Victoria's history, and it has turned Harris Green into the place to watch for new purpose-built rental supply.

How Walkable Is Everyday Life in Harris Green?

On foot, Harris Green is close to almost everything that makes downtown worth living in: the arena, the office towers, the legislature area and the inner harbour are all within a stroll, and the bus corridors along Quadra, Blanshard and Douglas put the rest of the region within reach without a car. It is one of the few places in Greater Victoria where a household can genuinely run on one car or none, which is a real monthly saving.

The honest trade-off is groceries. There is no big supermarket inside the pocket itself, so the weekly shop means walking or a short ride to the grocery stores in the surrounding downtown blocks and up Quadra Street. That is a routine errand for most residents, just not an in-the-building convenience.

Who Does Harris Green Actually Suit?

Harris Green suits people who want downtown energy without living on the loudest corner of the core. It is a strong fit for first-time buyers who want a condo in the middle of everything, for professionals who work downtown and like walking to the office, and for downsizers who want lock-and-leave living with the arena and restaurants at the door.

The people it does not suit are just as clear: anyone who wants a yard, families looking for a suburban school-day rhythm, or a daily commuter to the West Shore. Parking in the area is mostly paid and can be tight, so a two-car household should budget for a stall before buying. None of that is a flaw in the neighbourhood, it is just the reality of living downtown.

What Should Condo Buyers Watch For?

If Harris Green is on your list, the details live in the strata: the age of the building, the contingency fund, the condition of the elevators and parkade, and any rental restrictions in the bylaws. Strata rental rules loosened provincially in 2022, so buildings that used to ban rentals can no longer always do so, but it still pays to read the bylaws before you offer. Rental income from a condo can work as a mortgage helper, which matters if that is part of your plan.
